Abstract

The article discusses the approach of U.S. President George W. Bush to foreign aid, an issue spotlighted by scandals surrounding World Bank president Paul Wolfowitz and former U.S. Agency for International Development (USAID) head Randall Tobias. Contrary to traditional conservative thinking, Bush has increased U.S. foreign aid, a policy the article attributes to big-government conservatism and charitable impulses on the religious right.
