Abstract
- The article discusses financing schemes used by terrorists to fund their operations in the U.S. Terrorists exploit the U.S. market-based economy to raise funds and undermine the nation's economy. One scheme involved organized shoplifting gangs paying drug addicts to steal stolen baby formula which are repackaged and then sold afterwards, netting $44 million in 18 months. Another involved buying pirated software and selling it at a profit of 900 percent. Hawala, an informal value transfer system of funds, is also used.
