- This article discusses the decline in popularity of pennies. The article recounts a tale of a New York City man being not allowed to pay for his meal with pennies by a city restaurant. New York State politician Rubén Diaz Sr. has introduced a bill to the state Senate requiring retail establishments to accept all forms and denominations of legal tender, including pennies.
