The article analyzes relations between the administration of U.S. President George W. Bush and the Democratic party majorities in the U.S. Congress. A pair of compromise agreements on trade and immigration legislation are seen as indications each side has become more pragmatic in what began as a wholly adversarial relationship. Cooperation on policy on the Iraq War, however, remains unlikely.
