Abstract
- This article examines some of the forces affecting the U.S. involvement in transboundary environmental disputes. It is informed that when federal agencies get involved in transboundary environmental disputes, they bring to the table interests and priorities that may not coincide with local objectives. It also examines the dispute concerning resolving of differences over a project to control flooding in Devils Lake, North Dakota. It is stated that the proposal generated opposition from a wide range of governmental and non-governmental groups worried about the diversion's downstream effects.
