Abstract
- The article examines how uniquely powerful hegemons behave in uniquely institutionalized environments. It proposes two additions to work on substitutability, suggesting that the sources of substitution derive from strategic interactions with other states, which may involve norm contestation. The author then applies this argument to developments in different sectors of maritime security since the September 11, 2001 terrorist attacks in the U.S.
