Abstract
- The Bush administration's policy position on Medicaid reflects persistent policy tensions and popular discourse around the Medicaid program for the last decade. after summarizing the Bush's Medicaid policy position, I respond to these popular notions by offering a larger historical analysis of the program and present a list of Medicaid myths which are important to debunk. Based on this analysis, I conclude by showing how historical lessons point to unique opportunities for Medicaid reform.
