Abstract

The article explains the Taiwanese referendums and presidential elections in 2004. President Chen Shui-bian, amid a constitutional controversy, announced two defensive referendums and held them on the same day with the 2004 presidential election. Voters, in this unprecedented combination of national election and referendum, can pick one ballot for the presidential candidate and pick two ballots for the referendums. Many voters did not pick up the referendum ballots due to the opposition parties' boycott.
