Two-Level Bargaining and the Kyoto Protocol.

The article presents two explanation for the weakening requirements and pattern of concessions of the Kyoto Protocol. The first explanation assumes that a common interest in controlling greenhouse gasses and the outcomes of bargaining in terms of the obstacles to ratification affect the weakening of the Kyoto principles. The other debates on the issue of hegemonic leadership and environmental protection.
