Abstract

Private Military Companies (PMCs) lie at the intersection of the State and the Market. As seen in Iraq and elsewhere, they have become a critical factor in security policy. At the same time, they challenge the legal monopoly on force by the State, and challenge standard legal practice to find better ways to regulate and adjudicate disputes within an emerging "market of force." This paper explores the impact of prior roles, rules, and resources on the emergence and activities of PMCs, with special consideration to the uncompleted task of developing a coprehensive international legal regime that can integrate the market of force into the existing systems of states and trade. ..PAT.-Unpublished Manuscript [ABSTRACT FROM AUTHOR]
