Abstract

The article focuses on the impact of the passage of the Intelligence Reform and Terrorism Prevention Act of 2004 on the U.S. intelligence community. It argues that incremental change is the best way to improve the performance of U.S. intelligence. The position of the Director of the National Intelligence (DNI) was created under the act to assume authority over the 15 agencies of the intelligence community. It cites the concerns raised on the consolidating authority of the DNI.
