Abstract
- A model is provided for the optimal allocation by parents of a child's time between schooling and labor given access to publicly funded schooling programs. If the budget of the Government is constrained, and if policy makers cannot differentiate program benefits among the poor, they will fund programs that will help the poor, but whose value may not be high enough for take-up by the poorest if conditionalities are imposed for receiving the program's benefits.
