Abstract
- The article discusses the Second Amendment to the Constitution in the U.S. The question of discussion is whether the amendment protects an individual's right to keep and bear arms. The question has never been answered by the Supreme Court. According to Chief Justice John G. Roberts, the issue has been side-stepped and many questions are left open. A three-judge panel of the U.S. Court of Appeals for the District of Columbia Circuit had ruled that the right in question is individual.
