Abstract
- The article reports that New York Governor Eliot Spitzer's plan about drivers' licenses for illegal immigrants in the state has intensified political debates on the issue. During the state's election campaign, the issue is being raised. Kathleen C. Hochul, a clerk from Erie County, New York, spoke of the issue at a candidates' forum in Buffalo. She opposed the plan.
