Who should take the lead on regulating CCS?

The article deliberates on issues related to the regulation of carbon dioxide emissions from electric power plants in the U.S. through the carbon capture and sequestration (CCS) projects. CCS projects were initiated to regulate carbon dioxide emissions which account for 40% of the emissions from the U.S. energy sector.
