Abstract

The article deliberates on issues related to the regulation of carbon dioxide emissions from electric power plants in the U.S. through the carbon capture and sequestration (CCS) projects. CCS projects were initiated to regulate carbon dioxide emissions which account for 40% of the emissions from the U.S. energy sector. The Interstate Oil and Gas Compact Commission (IOGCC) has designed a model which provides a significant amount of flexibility to the states to regulate emissions. Currently, the U.S. Congress is debating on several bills for regulating CCS Technology.
