The article discusses the effort of the U.S. National Oceanic and Atmospheric Administration to work with other nations in order to monitor tsunamis. The Indian Ocean Tsunami Warning System (IOTWS), begun after the tsunami of 2004, is scheduled to begin operating in November, 2008, but is hindered by the lack of cooperation from India. The IOTWS is designed to use a system of seismometers and buoys. The cooperation of many countries increases the predictive ability of the system.
