Friends of Terror in Peru.

The author discusses Peru's dismay over the European Parliament's decision to take the Tupac Amaru (MRTA), a Peruvian guerilla group off its terrorist list. She said that the group is known for kidnappings, torturing and murdering civilians to advance its political agenda. She thinks that the decision shows how terrorist groups can advance their causes with help from nongovernment organizations (NGOs) under the guise of human rights advocacy. She believes that the work of foreign-funded NGOs for terrorist organizations deserve attention.
