Abstract

The article discusses the proposal of the National Governors Association (NGA) for increased flexibility in graduation rate calculation formulas. The request was made to the U.S. Department of Education after the department Secretary of Education Margaret Spellings published guidelines for the No Child Left Behind Act (NCLB). The NGA contends that the voluntary goals they set for graduation rates have become high-stake regulations.
