- The article reports on the tumult that surrounded the Group of Eight (G-8) annual summit in Japan. Prospects were doubtful for the initiative on greenhouse-gas limits, amid concerns that strict emissions caps might burden the emerging nations that influence the G-8, and even harm some developed nations that are hurting economically. U.S. President George W. Bush, however, expressed optimism that the summit will be productive.
