Abstract
- The article reports on the concerns about the ability of the U.S. Department of Defense (DOD) to fairly conduct competition, which are raised by the U.S. Air Force's $35-billion refueler deal. It is said that the deal is also thwarting Airbus's plans to secure a stateside manufacturing foothold. The U.S. Government Accountability Office (GAO) recommends the Air Force to reopen discussions with the offerors, obtain revised proposals, re-evaluate the revised proposals, and make a new source selection decision.
