Expiration of the Humphrey-Hawkins Act which had mandated that the Federal Reserve Chair announce those figures to the Senate Finance Committee; Belief of Greenspan that the Federal Reserve controls the US economy by manipulating interest rates and not by targeting money growth; Reaction of economists.
