Kathryn Ruth Phillips and Julia Christina Wilson were married at their home in Sacramento on Saturday. Laurie McBride, a friend who received permission from Sacramento County to perform the ceremony, officiated. Ms. Phillips, 52, is an environmental policy advocate at the Environmental Defense Fund's Sacramento office, where she manages a program to reduce air pollution. She is the author of ''Tracking the Vanishing Frogs'' (St. Martin's Press, 1994) and of ''Paradise by Design'' (North Point Press, 1998). She graduated from the University of California, Berkeley, and received a master's degree in journalism from the University of Missouri and a master's degree in public policy from the University of California, Los Angeles.
