Abstract

California has enacted a diverse range of policies intended to reduce greenhouse gas emissions, perhaps the most ambitious approach to climate change of any government on the globe. This paper will describe the evolving California approach to climate change, considering the underlying factors that have prompted such unilateral collective action and the range of entrepreneurs and institutions that are engaged on this issue. But its primary focus is an early analysis of the viability of a single state attempting so much policy essentially on its own. This will explore the significant governance challenges that include the capacity for reconciling divergent views of competing entrepreneurs, coordination across multiple departments and agencies, and the prospects for working cooperatively across jurisdictional boundaries. This will provide an overview of some of the opportunities for and constraints on climate policy entrepreneurs as well as early indications of the viability of the California model for climate governance. ..PAT.-Unpublished Manuscript [ABSTRACT FROM AUTHOR]
