Abstract

This paper outlines a theoretical approach to study global governors and global governance by employing insights from the theory of clubs. The Global Governors project seeks to focus scholarly attention on agency (actors) in the study of global governance (rule systems). After all, given the lack of a global sovereign, it is not clear who governs at the international level, how, and with what consequences. We outline a perspective that ties together governors with governance. While we illustrate our perspective in the context of a non-governmental governor, the International Organization for Standardization, and a specific governance system it has created, ISO 14001, our approach is sufficiently abstract to be employed to study inter-governmental governors as well hybrid governors - an important issue given that we seldom find policy monopolies in most policy domains. ..PAT.-Unpublished Manuscript [ABSTRACT FROM AUTHOR]
