- The old men stood inside the George Washington Bridge Bus Station on Saturday morning, waiting. They waited not for a bus but, in a sense, a horse. The Off-Track Betting parlor was opening in about an hour. Joseph Sanchez, 71, sat in the bus station's barbershop, reading the paper. He waited, too, though not for a haircut or a bus but for the OTB as well. ''You lose,'' shrugged Mr. Sanchez, a retired carpenter at a now-shuttered elevator company. ''You cannot win.''
