Abstract

A Manhattan grand jury has voted to bring state racketeering and fraud charges against about a dozen officers and employees of a company hired to test the strength of the concrete at some of the biggest construction projects in the New York area, lawyers and people briefed on the case said Wednesday. The charges in the sealed indictment also name the company, Testwell Laboratories, and accuse the company, its president and other officials of failing to do some tests and falsifying others over a period of five years, according to the people who were briefed.
