Section 4. Reforming Telecommunications Infrastructure Policy.

The article considers two pronged-strategy to enhance the effect of telecommunications investment on productivity growth in the U.S. Ways of using existing telecommunications infrastructure more efficiently, and promoting better decision making for expansion of broadband access are discussed. It mentions the move of the U.S. government to reform its broadband regulatory policy with the goal of encouraging wider deployment.
