Abstract

The author focuses on the Kyoto Protocols and on reforms needed in world environmental policies. He describes the process at the United Nation's Framework Convention on Climate Change (UNFCCC) as sclerotic and suggests that the December 2008 meeting of the UNFCCC will fail to deliver firm answers. He comments on the failure of the global carbon market and how developing nations such as China, India and Brazil have significantly increased their carbon dioxide emissions. He suggests that the Kyoto Protocol system of territorial accounting and national allocations needs to be eliminated. He comments on the need to move away from fossil fuels and suggests that increasing scarcity of fossil fuels will increase energy costs over the long run.
