Abstract
- The article looks at issues concerning a clause in Lockheed Martin's F-22 contract with the U.S. Department of Defense. The clause is expected to cost taxpayers $147 million and will be applied if production of the Raptor is canceled because senior civilian defense officials refuse to spend congressional funds appropriated for the production of 20 additional aircraft. According to officials within the aerospace industry, it should not to be considered a penalty clause but part of the Tail-up section for any multi-year contract.
