Abstract

Atrocities on Marginalized Sections: Response of the State and Civil SocietyJagannatham Begari The paper tries to assess the democratic theory and practice in the context of human rights in India. The paper most probably tries to stress on the assertion of marginalized sections. In the course of time, how they face problems and response from their own people, the dominant elite class and state. Hence, to comprehend the democracy and human rights, the study intended to take two case studies: Chundur dalits massacre (Andhra Pradesh-1992) and Vakapalli (agency area) tribal women rape (Andhra Pradesh-2007) by the CRPF (special rapid police force- Indian Army). Study the causes for these two incidents and the response of the state and its institutions, civil society movements. It is understood that socially and politically effective advancement and assertiveness of the dalits and Tribals that the forward castes find intolerable, and resulted in massacre of Dalits in Psundur. Hence, at the juncture, paper deals with the contradiction of growing consciousness of marginalized sections and increasing unwillingness and growing hostility of the forward castes towards dalits resulting in rupture in social relations. Haragopal (2007) an eminent academician from India holds that because of education, dalits and Tribals could able to assert of their rights and it lead to equalizing opportunities, deepening democratic foundations, strengthening social harmony but this logic is not worked out as he argues political elites and rulers are not committed to the objective of the constitutional safeguards for marginalized sections. Hence, it is necessary to asses the issues relate to responses of the state and civil society which could be explained in terms of social and political implications. As Jean Dreze, an eminent academician (2005) and Balagopal, an eminent human rights activist (1998) argues that the issue of solidarity of the movements becomes extremely crucial in shaping and reshaping the agenda, political discourse of movement and in evolving strategy of transformation. ..PAT.-Unpublished Manuscript [ABSTRACT FROM AUTHOR]
