Competition and Cooperation in Supra-Governmental Regulatory Networks: Implications for Transnational Democracy.

Abstract

The past decade has brought rapid growth in the number and scale transnational regulatory programs that are neither initiated by nor based in states, but that nonetheless are reliant on and coordinated with states in various ways. Such 'supragovernmental' regulatory programs rarely have regulatory arenas to themselves, but rather share them with other such programs. This paper first analyzes inter-program dynamics in several transnational sectors and then reviews their implications for a new model of competitive transnational democracy. That model posits that competing regulatory systems seek to develop standards and institutions that will meet with the approval and acceptance of emergent transnational publics over time.
