Abstract
- The article reports on drug cartel-related violence in cities like Phoenix, Arizona, Birmingham, Alabama, and Atlanta, Georgia, where it has migrated from southern border towns. The many kidnappings in Phoenix are related primarily to drug trafficking and human smuggling. Mexican gangsters called "bajadores" are blamed for these crimes. Public debate is questioning if Mexico is a failed state and due for collapse. Phoenix police have created a kidnapping squad to address its problems.
