Abstract

Over the course of history great powers have routinely sought to extend their influence over the international system and to create international orders congenial to their own interests. In doing so, they have had to contend with frequent acts of resistance and/or rebellion from groups unwilling to accept direct foreign or proxy rule. In their attempts to defeat such resistance and enforce their desired order at reasonable cost, great powers have relied upon indigenous forces. Efforts to create effective indigenous forces, however, have met varying degrees of success. This paper examines the causes of this variation by way of a an examination of the French efforts to create indigenous forces for their COIN efforts during the Algerian conflict between 1954 and 1962. ..PAT.-Unpublished Manuscript [ABSTRACT FROM AUTHOR]
