Abstract

Since the 1970s, the EU and Japan have both evolved as an international actor, or ‘Civilian Powers’. They now act even over the issue of peace and international security. This paper argues that the changing nature of both ‘Civilian Powers’ and the emerging need for their shared responsibility in international security. It will particularly focus upon their parallel interests in the Middle East, the Gulf region, and Iraq.
