Abstract

This paper examines US-Mexico security relations in North America's changing security context. Empirically, it focuses on the transition from the Cold War logic of containment to the post 9-11 "geopolitics of engagement". This involves an analysis of threat perceptions and regional institutional security responses. The study will show how the tacit understandings that regulated US-Mexico security relations during the Cold War era have been severely undermined by the rise of amorphous and non-traditional threats. The study is thus designed to investigate whether this security understanding has been replaced by a security arrangement with the capacity to meet the new security challenges. To what extent have the security agendas of regional states been re-shaped by the geo-politics of engagement?
