Abstract

Many environmental problems are generated on a small-scale and only become problematic at the aggregate level. Addressing such environmentally harmful activities is difficult since the capacity to enforce regulations must be adequate to the task of dispersed and diffuse harm. Arguing that environmental political theory has not sufficiently established the uniqueness of environmental politics, this paper presents a preliminary framework for mapping environmental problems in order to understand the limits of both centralized and deliberative democratic institutions.
