Abstract

The article explains why the enforcement of the Community Reinvestment Act (CRA) should not be blamed for the housing crisis in the U.S. Among the cited potential culprits of the crisis are the unsustainable run-up in home prices, explosion in the international demand for high-yielding safe investments, and a public policy on home ownership. Research at the University of North Carolina and an analysis of the 2005 and 2006 Home Mortgage Disclosure Act, which examined the link of CRA with the sup-prime crisis, revealed that CRA did not cause the crisis.
