German Scientists Endorse a Global Climate Bank.

Abstract

The article reports that a global climate bank has been proposed by government advisers of Germany, to pay for global reductions in greenhouse gas emissions. Under this proposal, the bank would regulate allowable emissions quota of each country and a global emissions trading system. The German Advisory Council on Global Change said, the most important measurement of a climate agreement's success is whether global emissions can be limited to 750 billion tons of carbon dioxide total by 2050.
