Abstract: The article offers a look at the failed initiative of senior officials of the U.S. Department of Defense to constitute intelligence, surveillance and reconnaissance (ISR) into a major Air Force command. Pentagon leaders opted to delay the creation of the ISR because of the absence of cyber- and electronic warfare organizations, including the 24th Air Force, the Air Force Global Strike Command ad U.S. Cyber Command. The statement of Defense Secretary Robert Gates about the ISR is highlighted.
