Analyzing the Evolution and Performance of the EU's Civilian Crisis Management Apparatus ⋅.

This article looks at the evolution of the EU's institutional infrastructure in civilian ESDP. The first part of the article presents a conceptual framework that combines established approaches from EU studies, such as intergovernmentalism and new institutionalism, with other approaches from organization theory to better understand processes of institutional continuity and change. The second part analyzes the key steps in the institutional development of the Council Secretariat that is tasked with running of ESDP civilian crisis management operations. We review these developments with regard to central management challenges for EU peace operations: strategic planning, mobilization, coordination, doctrine and guidance development, and evaluation.
