Abstract
- The article reports on the decision of the Massachusetts Department of Environmental Protection to start a tug escort service for double-hulled vessels that carry oil. The decision is expected to make Buzzards Bay safer from oil spills, but it was challenged by the shipping industry accusing the state of preempting federal authority. The Oil Spill Act of 2004, which was passed in response to a 2003 spill, has established a trust fund to finance the tugboat escort service.
