Can anything perk up Europe?

In this article the author discusses aspects of the European Union's economy and how it can grow if its leaders pursue the "Eurosclerosis" plan that was devised by the European Commission president Jacques Delors in 1992. The author discusses how Delors's plan resulted in a single market after the economic crisis in Europe during the 1980s. Also investigated is how the economic crisis in Europe is also a political one.
