The article reports on the call made by Afghan finance minister Omar Zakhilwal for an international investigation over informal banking system known as hawala which transfers money out of the country from Western aid for suspicion that some of the money were proceeds from the opium trade, extortion and drug trafficking operations of the Taliban.
