Abstract
- The article focuses on the announcement of Russian State of Duma Internal Affairs Minister Rashid Nugaliyev about the framework for a new police legislation by April 1, 2010. Comments on the reforms of the ministry include doubts that the move is a sham due to the lack of transparency in the ministry expenditures, the systemic error in the approach of the ministry to solve police problems and the protection given by Russian police to authorities and not to the people. Other comments include the convenience of using precedents than passing laws.
