Abstract
- In this article the author reflects on the New York City Board of Correction (BOC), a government model of non-judicial oversight. He states that the BOC defies easy categorization because it is a regulatory body and an inspecting and monitoring organization at the same time. He concludes that independent non-judicial correctional oversight promotes secure, safe, and humane correctional ambiance for both inmates and the staff. A description of BOC and its strengths and weaknesses are provided.
