Abstract
- The article discusses concerns over the environmental and financial challenges faced by China's railway development as of June 2011. The Ministry of Environmental Protection suspended railway construction in Hebei province and operations in Shandong Province due to lack of environmental review requirements. The Ministry of Railways (MOR) has also incurred a huge debt, posing questions on the railways' sustainability. Passenger volume and an affordable fare structure are cited as requirements to ensure a hefty return of investments.
