Abstract

Prosecutors and the lawyer for James (Whitey) Bulger sparred in court papers on Wednesday about whether the government should be allowed to drop one of two federal cases against Mr. Bulger, a former mob boss. The lawyer, Peter Krupp, said prosecutors were trying to manipulate the process of randomly assigning judges to cases by seeking to dismiss a 1994 indictment on extortion and loan-sharking charges in favor of a later indictment in 19 murders.
