Abstract

The author presents his thoughts on reforming the British House of Commons as of August 2001. The author notes the constitutional and technological innovations in British government and society and argues that the institutional operation of the House of Commons remained largely unchanged from its mid-19th century practices and rules. The author argues that change in the operation of the House of Commons was necessary in order to avoid irrelevancy. The author recommends changes to the parliamentary work day, stronger scrutiny of legislation, and the reduction of the role of the British monarchy concerning the agenda of the House of Commons. The article also discusses possible options for electronic voting and other uses of technology that might modernize the House of Commons.
