Fact that this is the first criminal charge ever brought against a major accounting firm; Response of Arthur Andersen, which denies all culpability and plans to contest the charge; Ruling of the United States Securities and Exchange Commission (SEC) that any of Andersen's clients who choose to abandon the firm can file temporarily unaudited financial statements.
