Reports that in 1998, fears of collisions between aircraft and paper balloons, combined with a growing number of forest fires attributed to balloons, led to the passage of a law in Rio De Janeiro, Brazil, that makes the manufacture, transport or launching of the balloons a crime punishable by up to five years in prison.
